The second rep I spoke to had nothing to add, not even about the first rep lying in his response to my ticket. I brought this to Steam Support's attention and was promptly told it was never in Early Access by the first rep (TrustPilot won't let me link the page showing that it was in Early Access, otherwise I would link it here). The very next day after I attempted to play, DICE 'fixed' the game by removing promised features. The game was buggy, matchmaking was near impossible, and you couldn't even edit your controls. I bought the game while it was in Early Access, as shown on the Steam Store.
With the new fiasco that has been the Battlefield 2040 release I've been shown the horror that is Steam customer support. I've been a loyal Steam customer for nearly 10 years now, ever since I built my first gaming computer.
